No - once again - the RSX is equivalent to the GPU on an nVidia graphics card. Professional opinion puts it in the same family as the nVidia 7800:

The "DSP" I'm referring to in the system is - very roughly - the 6 SPEs. Ken Kutaragi just wanted a simple display chip - he thought the real power would be in the using the PPE+SPEs in combination - but there's a theory that initial 3rd party developers...

...forced Ken to put a PC-like GPU in the system because they couldn't understand the Cell architecture well enough for good games at PS3 system launch.

In the book "The Race For a New Game Machine", Shippy mentions that Sony had planned on using an in-house chip for the display, but didn't get it done in time, and contacted nVidia to see what existing parts they had.

As for why SCE locked the RSX out of OtherOS, it's so that you can't run hacked games on it, pure and simple. Since you have the full power of the Linux kernel, if someone figured out how to decrypt a game, it would run in Linux. By locking out the RSX, you remove the ability to execute the game in OtherOS.
