Any emulator that doesnt emulate the processor (and instead just translates the calls to the processor), will not work because the Cell is PPC based, not x86 based.
This being said there are free linux x86 emulators that should run under yellow dog linux, I dont think win4lin is one.

Just remember though, that since you will be emulating the CPU as well, your speed will be about 1/10th of the real speed (according to qemus manual). Practically unusable.
depends on what your using it for, it runs the IDE for the microcontrollers (which is only necessary for the ICE/simulator stuff - gputils does the rest ) and remember that for a lot of windows programs there is a similar linux equivalant
