Not exactly. Adobe Flash is compiled specifically for processor architecture and operating system. Although there is a Linux version, it is for x86 family processors, not the PowerPC family that the core of the Cell processor uses. There is a PowerPC version of flash - but it is for MacOS X, not Linux.
So - the reason Flash doesn't run is not due to the PS3 per se - it won't run on
any PowerPC processor based Linux.
This is squarely the fault of Adobe for not providing a PowerPC Linux version of Flash.
There are open source Flash clones - gnash & swfdec - but they are reversed engineered from the Flash specifications and have some compatibility issues.
In the meantime, there are some other ways to watch streaming videos - I like DownloadHelper plugin for Firefox, myself. There's also a thread in this forum describing how to setup Mplayer as a Firefox plugin that might work.
