Files that end in .tar.bz2 are generally source code archives, not pre-built binaries. The .tar.bz2 ending means that it's an archive (tar) and it's been compressed (bz2).

Generally, you expand these source code archive and build the binary code from the source.

Upgrading software is done from the "Software Updater" application, as long as you're connected to the network.

You can find this under (YDL) --> Applications --> System Tools --> Software Updater if you're using the default YDL graphic environment (E17).
