Configuring KDE Sound

From the HowTo's at TerraSoft:

KDE Sound
This is the mix between a kernel sound driver problem and how KDE's sound server handles the kernel sound driver. There are two solutions:
Add the following line to /etc/rc.local:

cat /dev/sndstat


I did a search for *rc.local and it turns out I don't even have that file! Can I simply whip up a text document and put it in the /etc directory with the recommended text on it? Seems like this might be responsible for my not having system sound on my PowerBook.
