PowerBook Keyboard mapping

I have a Ti PowerBook 400MHz, Japanese keyboard and no matter the keyboard and locales I choose during the installation, the mapping gets real wrong.
Not like graphic accentuation wrongly mapped: the space becomes g and weird things like that. I have purchased the package and that is very frustrating. I have re-installed it several times and the issue persists.
