How to specify CPU setting? High/reduced, etc.

Hi what is a good way to set the CPU setting so it's not 100% as the default setting?

I see in $ /proc/sys/cpu/0/

there are three files:

[stmiller@ibook 0]$ ls
speed speed-max speed-min

Though they are not clear, as to how to alter them if this is what I want. Thanks for your help-

I found that this does the trick, if anyone else is interested. It only allows 2 settings- performance, and reduced. Max, and min. But you can specify the max setting. I have my iBook max setting at 850Mhz now, and it stays nice and cool!
